“Tule River Spillway Enlargement Project at Success Reservoir”

Schafer Dam (formerly Success Dam) is an earthen dam with a capacity of 82,291 ac-ft located on the Tule River, about 5 miles upstream of the City of Porterville.  The U.S. Army Corps of Engineers, in conjunction with the local sponsors, is undertaking a project to increase the capacity of the dam by 28,000 ac-ft by widening the spillway by 165 ft and constructing a 10 ft high concrete ogee weir.  The new spillway is a major engineering feat, requiring the relocation of the current access road and significant excavation.  Construction began in August 2020 and will continue through 2023. Here, Calvin will discuss the Success Reservoir Enlargement Project, including the spillway enlargement, and various considerations and challenges presented by the increase in the maximum lake elevation.
The dam is 145 ft tall and 3,490 ft long and provides flood risk reduction, water storage, and recreation opportunities to the area.  Construction of the Dam was originally authorized under the Flood Control Act of 1944 and was completed in 1961.  It recently underwent a seismic remediation project to improve the safety of the dam and reduce any risk associated with earthquakes.  
Speaker Bio: Calvin began his career with the U.S. Army Corps of Engineers in 1973, shortly after his discharge from active duty in the U.S. Army.  He held various positions within the Corps, first at Success Lake and then at other sites throughout the Sacramento District of the Corps, including at Lake Kaweah, Hensley Lake, and Eastman Lake. 
In 2004 he was promoted to Operations Area Manager and in 2019 promoted to the Chief of the Southern Operations Branch where he is responsible for up to 100 personnel and the operations and maintenance of Isabella Dams, Success Lake & Dam, Kaweah Lake & Dams, Pine Flat Lake & Dam, Hensley Lake & Dam, Eastman Lake & Dam, Bear, Burns, Owens, & Mariposa Dry Dams.
